Disaster Management Laws and Policies                                                    

The National Disaster Centre has policies and guidelines known as 'Disaster Management Tools' that govern the daily operation of the Centre.

These tools are formalized policies such as legislations, Disaster Management Plans or Operational Guidelines, Organizational Structures, Codes and Procedures with aims to guide managers in managing risks and disasters.

Disaster Management Act 1987                        

The National Disaster Centre was established by an Act of Parliament to coordinate all disaster situations and surveillance matters. The NDC conducted an internal review and has drafted a new Act that reflects changes in contemporary disaster management thinking and practices, as well as changes to PNG government policy since 1987 particularly the Reform with the Provincial and Local Level Government Levels.  NDC will as a priority pursue formal processes to have a new Disaster Management Act adopted.

 National Mitigation Policy                    

The National Disaster Centre has developed a mitigation policy that changes the emphasis from disaster response to focus on reducing hazards and vulnerability, and increasing coping capacity, but does not affect the need for effective response systems and arrangements.  The Centre encourages all Provincial Disaster Committees to adopt and support similar policy strategy.

 Disaster Management Plan                  

The current Disaster Management Plan (1987) was reviewed in 1999, but suggested changes were not pursued.  The National Disaster Centre has conducted an internal review and has drafted a new Disaster Management Plan that reflects changes in contemporary disaster management thinking and practices, as well as changes to PNG government policies since 198, particularly the Organic Laws on the Provincial and Local Level Governments.  The Centre will as a priority, will pursue formal process to have a new Disaster Management Plan adopted soon.
